The cost-of-living inputs, from the agencies that publish them
Cost-of-living indexes hide their assumptions. The four inputs below are the published medians for the two counties that make up the Pensacola metro area, from the Census Bureau's 2020-2024 American Community Survey as displayed on QuickFacts, read September 23, 2026. They are survey medians for all owner-occupied homes, not current sale prices; for what is listed today, see the three-coast comparison.

Wages come from the Bureau of Labor Statistics. Its Occupational Employment and Wage Statistics program puts the annual mean wage across all occupations in the Pensacola-Ferry Pass-Brent metro area at $58,620 and the median hourly wage at $22.23 in the May 2025 estimates.
The same agency's Economy at a Glance page shows a preliminary unemployment rate of 5.1 percent for July 2026 and total nonfarm employment of 203,300 for August 2026. Prices in the South region rose 3.1 percent over the twelve months ending August 2026, per the regional Consumer Price Index release dated September 11, 2026.
Two state tax facts finish the picture. The Florida Department of Revenue states plainly that the State of Florida does not have a personal income tax. The general state sales tax is 6 percent, and counties add a discretionary surtax: on the Department's 2025 rate schedule, Escambia County levies 1.5 percent and Santa Rosa County 1 percent, so purchases run 7.5 and 7.0 percent respectively.
Santa Rosa's second half-cent is scheduled to expire December 31, 2026 on that form. Check the next edition before you budget for 2027.
Insurance: what the state's own numbers say
Homeowners insurance is the line that surprises people arriving from inland states, so use the regulator's figures rather than a listing's estimate. The Florida Office of Insurance Regulation's Property Insurance Stability Report dated July 1, 2026 lists the average homeowners premium as of March 31, 2026 at $3,702 in Escambia County including wind coverage ($1,670 excluding wind) and $3,512 in Santa Rosa County ($1,951 excluding wind).
Condominium unit-owner policies averaged $1,836 in Escambia and $1,872 in Santa Rosa. The report's own caveat applies: actual charged premium will vary based upon company, insured value, deductibles and policy terms.
The same report describes a market that has been stabilizing. It counts 21 new companies approved to write residential property policies since the 2022 and 2023 reforms, 44 companies that requested a rate decrease and 48 that requested no change for policies effective 2024 or later, and it puts Citizens, the state-created insurer of last resort, at 1.93 percent of the homeowners market as of March 31, 2026. Citizens' own page listed 255,099 policies in force as of September 18, 2026.
What that means for your purchase: get homeowners, wind and flood quotes on the specific address during the inspection period, not after you close. Roof age, opening protection and the construction year drive the quote, and a wind mitigation inspection can change it. Flood: a separate policy and a disclosure law
FEMA's FloodSmart program states that most homeowners and renters insurance do not cover flood damage, so ask specifically about a separate flood policy. National Flood Insurance Program coverage generally goes into effect 30 days after the date of purchase.
The waiting period does not apply when the policy is bought in connection with making, increasing, extending or renewing a mortgage, which covers most financed purchases. Private flood policies also exist; ask your insurance agent to quote both.
Two checks before you write an offer. First, look the parcel up on the FEMA Flood Map Service Center, the official public source for flood hazard information, or start with our Pensacola flood zone map.
Second, read the seller's flood disclosure. Since October 1, 2024, section 689.302 of the Florida Statutes has required a seller of residential real property to complete and provide a flood disclosure at or before the time the sales contract is executed. It states whether the seller knows of flood damage, has filed an insurance claim for flood damage including with the NFIP, or has received federal assistance for flood damage.
Elevation certificates, when available, tell you how the structure sits relative to the base flood elevation, and they can change a flood quote materially. Ask for one with the seller's disclosures.
Homestead: the first filing after you move
Florida's homestead exemption removes value from your property tax assessment and, more importantly over time, caps how fast the assessed value can grow. Section 196.031 exempts the first $25,000 of assessed value from all taxation except special assessments, plus an additional exemption on assessed value greater than $50,000 for all levies other than school district levies.
The statute now adjusts that additional amount annually for inflation. The Santa Rosa County Property Appraiser lists it at $26,411 for 2026, applied to value between $50,000 and $76,411, while the Escambia County Property Appraiser's online filing page still describes it as up to $25,000. Expect the two counties' pages to differ by the adjustment.
Eligibility turns on two dates. You must own and occupy the home as your permanent residence on January 1, and section 196.011 requires the application on or before March 1 of that year. Close in June and your first eligible year is the following one.
Escambia's online application asks for a Florida driver license or ID card showing the homestead address for all applicants and spouses, Social Security numbers, Florida vehicle registration for applicants who drive, and Florida voter registration for U.S. citizens. Santa Rosa files at srcpa.gov. The homestead guide covers the Save Our Homes cap, portability if you move within Florida later, and the mistakes that cost money.
Utilities: who serves what
Electricity depends on the address. Florida Power & Light serves much of the area; Escambia River Electric Cooperative serves parts of northern Escambia and Santa Rosa counties. Confirm the provider for the exact property. Gulf Power, the long-time Northwest Florida utility, integrated into FPL and began doing business under the FPL name on January 1, 2022, per FPL's own announcement.
Emerald Coast Utilities Authority provides water, wastewater and sanitation services within its service territories in Escambia County. It is a local governmental body created by the Legislature in 1981 that added sanitation service in 1992. Natural gas inside the city and its service territory comes from Pensacola Energy, the City of Pensacola's gas utility, reachable through the city's Establish Utility Service page at 850-435-1800.
Santa Rosa County is served by several water systems, and the right one depends on the address. The Gulf Breeze Regional Water System, formerly the South Santa Rosa Utility System, provides water, sewer and reclaimed irrigation east of the City of Gulf Breeze. Pace Water System, a member-owned not-for-profit operating since 1964 with more than 21,000 connections, serves Pace and other parts of the county. In Navarre, start with Holley-Navarre Water System.
Whatever the address, ask the seller for the last twelve months of utility bills. It is a normal request, and it tells you more than any published average.
How a remote purchase works in Florida
Florida law makes a purchase from another state a workflow rather than a leap. Section 668.50, the Uniform Electronic Transaction Act, recognizes electronic signatures when its requirements are met and the parties agree to transact electronically. Remote online notarization has been authorized under part II of chapter 117 since January 1, 2020, allowing qualifying documents to be notarized remotely. Confirm acceptance, identity requirements and the signing method with the lender and closing agent in advance.
If you prefer, a power of attorney under section 709.2105, signed before two subscribing witnesses and acknowledged before a notary, lets a trusted person or your closing agent sign for you. Your lender must approve that route in advance, so raise it at preapproval, not the week of closing.
The sequence we run for out-of-state buyers: a written buyer agreement first (used before we tour together, under the rules explained on the how-to-choose page), live video showings with measurements, an independent home inspection you join by phone, insurance and flood quotes during the inspection period, then closing.
The closing itself is handled by a title insurance agent, a person appointed in writing by a title insurer under section 626.841, or by a lawyer. The Florida Bar's consumer pamphlet on buying a home notes that the closing agent may be a lawyer but may not necessarily represent your personal interest, and it recommends consulting a Florida-licensed real estate lawyer before you sign a purchase contract.
The same pamphlet observes that buyers are almost always advised to obtain their own owner's title insurance policy, because the lender's policy provides no protection for a buyer. In Escambia and Santa Rosa counties, confirm the title-policy payer in the signed contract; the cost-to-sell guide explains how the contract allocates it.
One warning applies to every remote closing. The Consumer Financial Protection Bureau's guidance on mortgage closing scams says: before wiring money, always confirm instructions with your trusted representatives, and never follow instructions contained in an email. The first 30 days: paperwork with deadlines
- Driver license, 30 days. The Florida Department of Highway Safety and Motor Vehicles states that you must obtain a valid Florida driver license within 30 days of establishing residency to drive on Florida roads. Establishing residency includes starting employment, enrolling children in public school, registering to vote, filing for homestead, or living in the state for more than six consecutive months. The Class E license fee is $48.
- Vehicles, 10 days. The same page requires you to title and register your vehicles, vessels and mobile homes within 10 days of establishing residency, with Florida insurance in place.
- Declaration of domicile. Section 222.17 lets a new resident file a sworn statement of domicile with the clerk of the circuit court for the county of residence. It is optional, inexpensive and useful evidence when a former state questions your move.
- Voter registration. The Escambia County Supervisor of Elections is at 213 Palafox Place, second floor, Pensacola, with online registration at escambiavotes.gov. Santa Rosa registers through its own Supervisor of Elections.
- Homestead by March 1. See the section above; put the date on the calendar the day you close.
Weather, hospitals and getting in and out
The National Hurricane Center puts the Atlantic hurricane season at June 1 through November 30, with a September 10 peak and most activity between mid-August and mid-October. Plan the closing calendar with that in mind: insurers can suspend new policies when a storm is named in the Gulf, which is one more reason to bind coverage early in the inspection period.
Three civilian hospitals serve the Pensacola area: Baptist Hospital at 123 Baptist Way, Ascension Sacred Heart Pensacola, which describes itself as a full-service 547-bed hospital with 24/7 emergency care, and HCA Florida West Hospital at 8383 North Davis Highway. Naval Hospital Pensacola serves TRICARE beneficiaries, with access through Corry Station as of March 2026 per the hospital's site.
